Peking, January 25, 1911. WITH reference to my telegram No. 11 of the 15th instant I have received a note from the Wai-wu Pu, dated the 24th January, stating that the Viceroy of Yunnan has telegraphed that British troops have crossed the frontier, and referring to their previous note in which they requested that instructions might be sent to the British officials on the frontier to adhere to the northern waters of the Hsiao Chiang as the frontier observed at present. They point out that Pien-ma lies in territory under the administration of native Chinese chiefs within the Hsiao Chiang line, and claim that it is therefore certainly under Chinese jurisdiction. In the absence of any definite decision with regard to a basis for the frontier, it seems to them inconceivable that such action should be taken by our authorities in Burmah.
I am requested to inform His Majesty's Government that if the Chinese information is really correct the troops must be immediately recalled, in order that a settlement may be facilitated on amicable lines.
The Wai-wu Pu request an early reply to their note.
